June 28,2017--Tibet has vowed to establish an elderly care services system covering urban and rural residents by 2020.
Under the 13th Five -Year Plan (2016-2020), Tibet will make an all-out effort to improve its social security system, raising the subsistence allowances for both urban and rural residents, and reforming its medical assistance system to provide help to those in extreme poverty.
Tibet has built service facilities for the elderly in communities, offering home-based help to the aged. In particular, its centralized support has already covered 100 percent of those who enjoy the "five guarantees" (for food, clothing, medical care, housing and funeral expenses).
To improve disaster prevention and emergency rescue, Tibet has set up a three-tier relief materials reserve system and built disaster relief and emergency command platforms at the municipal, county and town levels.
In addition, Tibet has improved social security benefits for orphans and servicemen.
