On September 2, the Dalai Lama arrived in Taipei from Kaohsiung by high-speed railway. Nearly 100 protesters gathered outside the Howard Plaza Hotel where he is staying, shouting slogans such as "Taiwan and Tibet are both part of China" "political monk, get out of Taiwan," and some protesters held a banner stating "Where was the Dalai Lama when Chinese mainland helped Taiwan with disaster relief?" However, protected by numerous policemen, the Dalai Lama did not hear the protests, and then entered the hotel safely guarded by rows of policemen.

According to a report by Hong Kong-based China Review News Agency on September 2, to protect the Dalai Lama's security, Taipei municipal police authorities have assigned several hundred policemen to cordon off the Howard Plaza Hotel, several outstanding members of the Taipei City Police Department "Thunder Squad" were also on standby there, and the Police Agency Director-General Wang Cho-chiun commanded and coordinated relevant work from the hotel hall.

The China Unification Promotion Party called on up to 100 Taiwanese people to wave banners and shout slogans such as "Taiwan and Tibet are both part of China" and "the Chinese mainland comes to relieve the disaster while the Dalai Lama comes to stir up trouble."
