The Tibet Autonomous Regional Government will issue coupons with a total face value of 44 million yuan (6.45 million U.S. dollars) to needy residents before the traditional Chinese New Year and Tibetan New Year, both of which fall on Feb. 14.
The coupons will go primarily to those urban residents receiving the minimum costs of living and laid-off workers of State-run enterprises, according to Tibet's Civil Affairs Department.
